I. Unlicensed Cases

Architecture Group, Inc.
Case No. 2001-05322

Probable Cause was found that Phillip St. Louis held himself out without a license. A Notice and Order to Cease and Desist was issued, along with a request that Mr. St. Louis sign an affidavit stating he has changed his business name, and that he will not offer such services in the future. If Mr. St. Louis fails to return the affidavit, an administrative complaint seeking fines will be filed.

Rami Argov

Interior Design Center
Case Nos. 2003-050456 & 2003-002389

Probable Cause was found that Rami Argov held himself out as an interior designer and contracted to perform interior design services, both individually and through his business and was offering architectural drafting. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Kevin Cabral

Artisan Enterprises, Inc.

Case No. 203-042507

Probable Cause was found that Kevin Cabral held himself out as an architect and offered commercial design services in an ad in the yellow pages under drafting services. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Cabral sign an affidavit stating he will refrain from offering commercial design services unless properly licensed. If Mr. Cabral fails to return the affidavit, an administrative complaint seeking fines will be filed.

Uri Gavish

Probable Cause was found that Uri Gavish held himself out as an interior designer offering interior design services, both individually and through his business. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Carl Gaiser
Case No. 2002-010810

Probable Cause was found that Carl Gaiser held himself out as an architect. Mr. Gaiser is a licensed architect in Michigan, but not in Florida. Mr. Gaiser contracted to perform architectural services in Florida. On the permit application and the county development review committee information sheet, Mr. Gaiser is listed as the architect. His title block also appears on the set of plans. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Helmuth Geiser
Case No. 2002-012622

Probable Cause was found that Helmuth Geiser held himself out as an architect and contracted to perform architectural services on the development of 70 acres. Mr. Geiser admitted under oath that he provided architectural services on two other commercial projects. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Probable Cause was found that Joseph Vislay practiced under Jillian-Douglas Architect without a certificate of authorization. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Barbara Suzanne Nichols
Suzanne Nichols Design Group, Inc.
Case No. 2003-004574

Probable Cause was found that Suzanne Nichols is providing interior design services without a certificate of authorization. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Leonard Nobrega
Case No. 2002-01990

Probable Cause was found that Leonard Nobrega held himself out as an architect. Mr. Nobrega retrieved a set of signed and sealed plans and attempted to modify the plans by scotch taping revised portions and resubmitting the plans to the building department without the knowledge of the licensed architect. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Jeffrey D. Platt
Case No. 2002-008597

Probable Cause was found that Jeffrey Platt held himself out as an architect and contracted to perform architectural services for a daycare center. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Wally Ryerson
Case No. 2003

Probable Cause was found that Wally Ryerson held himself out as an architect and offered architectural services on his business card and in an ad in the yellow pages.
A Notice and Order to Cease and Desist was issued, along with a request that Mr. Ryerson sign an affidavit stating he will refrain from offering architectural services unless properly licensed. If Mr. Ryerson fails to return the affidavit, an administrative complaint seeking fines will be filed.

Kourus Sassani
IDA Architects & Engineering, Inc.

Case No. 2003-003818

Probable Cause was found that Kourus Sassani offered architectural services through his business without a certificate of authorization. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Sassani sign an affidavit stating he will refrain from offering architectural services unless properly licensed. If Mr. Sassani fails to return the affidavit, an administrative complaint seeking fines will be filed.

Erhard J. Stritzel
Case No. 2003-002794

Probable Cause was found that Erhard Stritzel held himself out as an architect and used his partner’s seal to sign and seal a set a plans that were submitted to the building department. An administrative complaint seeking fines was filed, along with the issuance of a Notice and Order to Cease and Desist.

Randall Barnes
Case No. 2002-012488

Probable Cause was found that Randall Barnes signed and sealed a set of plans drafted by an unlicensed individual. An administrative complaint seeking fines was filed.

Dave A. Dabria

Blue Sky Design & Development, LLC

Case No. 2003-042515

Probable Cause was found that Dave Dabria offered architectural services through his business without a certificate of authorization. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Dabria sign an affidavit stating he will refrain from offering architectural services unless properly licensed. If Mr. Dabria fails to return the affidavit, an administrative complaint seeking fines will be filed.

Victor Dekonschin

Case No. 2003-002792

Probable Cause was found that Victor Dekonschin permitted an unlicensed individual to sign and seal plans using his stamp and initial. The plans were then submitted for permitting purposes. An administrative complaint seeking fines was filed.

William Lewis

Case Nos. 2002-009200 and 2002-007520

Probable Cause was found that William Lewis committed an act of fraud, deceit, negligence, in competency, or misconduct in the practice of architecture. An administrative complaint seeking fines was filed.
