Case No. 2005-024611

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $7,500.00 plus costs against ADG Alpha Design Group.  The firm is unlicensed and prepared drawings to remodel a restaurant and submitted the drawings to the Pinellas County Building Department for permitting.  The firm’s title block offers architectural design services.

Ames Bennett

Case No. 2005-046441

The Florida Board of Architecture and Interior Design agreed to enter a final order placing Ames Bennett’s license to practice architecture on probation for a period of two years and imposing a fine of $1,000.00 plus costs.  Mr. Bennett’s title block is in violation and he signed and sealed plans that contain the title block of a drafting company offering architectural and interior design services.  Further, Mr. Bennett failed to exercise proper responsible supervisory control for the plans which were prepared outside of his office.

John H. Bowley

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 against John Bowley of Houston, Texas.  The case was based upon a citation which was issued for failure to complete the code curriculum course.  Mr. Bowley’s license to practice architecture shall be suspended until he comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation revoking Building Management Systems, Inc. of Melbourne, Florida certificate of authorization to practice architecture.  The firm has a certificate of authorization; however the firm no longer employs a licensed architect.

Paul Caldas

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Paul Caldas and D-Essentials, Inc.  The Respondents are unlicensed and were offering architectural and interior design services on their website.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 against Kenneth Camp of Centennial, Colorado.  The case was based upon a citation which was issued for failure to complete the code curriculum course.  Mr. Camp’s license to practice architecture shall be suspended until he comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 against Donald Chancey.  Mr. Chancey is unlicensed and contracted to provide architectural services for a commercial project.  Mr. Chancey’s title block holds himself and his firm out as architectural designers.  Further, Mr. Chancey offered these services through a corporation without a certificate of authorization.

Randolph Croxton

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 against Randolph Croxton.  The case was based upon a citation which was issued for failure to complete the code curriculum course.  Mr. Croxton’s license to practice architecture shall be suspended until he comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 plus costs against Custom Workroom.  The firm is unlicensed and is offering interior design in a newspaper.

Juan Carlos David

Case No. 2005-024834

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand on Juan David’s license to practice architecture and imposing a fine of $1,000.00 plus costs.  Mr. David entered into a contract to act as the architect of record for a renovation of a residence which included a new roof system.  Mr. David was paid $15,000.00 but never performed services under the contract.  A Default Judgment was entered against Mr. David in Circuit Court for the contract amount.

T. Russell DeBose

TR DeBose Architectural Design & Elements

Case Nos. 2005-041790 & 2006-033103

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a stipulation imposing a fine of $5,000.00 plus costs against T. Russell DeBose.  Mr. DeBose is doing business as TR DeBose Architectural Design & Elements.  Further, Mr. DeBose’s title block appeared on a set of drawings for a commercial project that were signed and sealed by a professional engineer.

Kevin Farrell

Case No. 2005-061834

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $1,000.00 plus costs against Kevin Farrell of Sanibel Island, Florida.  The complaint was initiated based on an audit of the continuing education credits claimed by Mr. Farrell when he renewed his license.  Mr. Farrell affirmed at renewal that he completed the required hours but he failed to provide evidence of having taken any continuing education.

Ray Hatfield

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 against Ray Hatfield of.  The case was based upon a citation which was issued for failure to complete the code curriculum course.  Mr. Hatfield’s license to practice architecture shall be suspended until he comes into compliance.

Ferry, Hayes & Allen Designers, Inc.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $6,500.00 plus costs against Ferry, Hayes & Allen Designers, Inc.  The firm is licensed to practice interior design in George but not in Florida.  The firm’s website indicated that it performed services for the Flagship Bank project in Jacksonville, Florida.

Jose R. Figuerora

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand and imposing a fine of $1,000.00 plus costs against Jose Figuerora of Miami, Florida.  Mr. Figuerora, a licensed architect, prepared residential drawings for a client but did not have a contract with the client.  The client’s contract was with an unlicensed individual that was offering architectural services.

Isaac Franco

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 against Isaac Franco.  The case was based upon a citation which was issued for failure to complete the code curriculum course.  Mr. Franco’s license to practice architecture shall be suspended until he comes into compliance.

Michael S. Garrison

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $6,000.00 plus costs against Michael Garrison of Daytona Beach, Florida.  Mr. Garrison is not licensed to practice architecture in Florida and contracted to provide such services for a commercial project.  Further, Mr. Garrison performed these services through a business entity without a certificate of authorization.

Peter J. Goldhammer

The Florida Board of Architecture and Interior Design agreed to enter a final order placing a reprimand and imposing a fine of $2,000.00 against Peter Goldhammer, license to practice architecture.  Mr. Goldhammer signed and sealed plans of an electrical engineer that were not his own.  The plans referenced the 2001 Building Code rather than the 2004 Building Code.

Lisa Halloran

Case No. 2006-041843

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $1,500.00 plus costs against Lisa Halloran.  Ms. Halloran was previously a licensed interior designer; however, her license was suspended for her failure to pay a $500.00 fine required for a citation that was issued for failure to complete a building code core course.  Ms. Halloran continued practicing interior design while her license was suspended.

David R. Hein

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 plus costs against David Hein.  Mr. Hein is unlicensed and contracted to provide architectural services for a pet boarding office and kennel.  Mr. Hein’s promotional materials offered architectural services.  Further, Mr. Hein was offering such services through a business entity without a certificate of authorization.

Stanley Hoelle

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand and imposing a fine of $3,000.00 plus costs against Stanley Hoelle of Ormond Beach, Florida.  Mr. Hoelle, a licensed architect, signed and sealed drawings prepared by an unlicensed individual without ever meeting with the clients.  Mr. Hoelle was paid directly by the unlicensed individual.

Atchley Design.  The firm is unlicensed and offered architectural on a rate sheet.  The rate sheet specifically offers design services for commercial projects.  The Subject states that licensed architects sign and seal his drawings.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 against Octavio Lima.  The case was based upon a citation which was issued for failure to complete the code curriculum course.  Mr. Lima’s license to practice architecture shall be suspended until he comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,500.00 plus costs Octavio Mejia, Carmen Abreu and Mejia & Abreu.   The Respondents are not licensed to practice architecture in Florida and contracted to provide such services for a restaurant.  Further, they held themselves out as architectural designers.

Joseph Miraglia

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $7,500.00 plus costs against Joseph Miraglia.  Mr. Miraglia is unlicensed and contracted to provide interior design services for a condominium project.  Mr. Miraglia held himself out as an interior designer throughout the contract.  Further, Mr. Miraglia offered such services through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand and imposing a fine of $1,000.00 plus costs against Deborah Neve of Castine, Maine.  Ms. Neve, a licensed architect, was previously an officer of Design Spectrum International, Inc.  Ms. Neve is no longer an officer of the company; however it is still offering architectural and interior design services.

Margaret O’Rourke

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 plus costs against Margaret O’Rourke.  Ms. O’Rourke is unlicensed and her sign offered commercial design services.  Ms. O’Rourke prepared drawings for a commercial project and was offering such services through a business entity without a certificate of authorization.

Arc Design Group

Case Nos. 2005-026802 & 2005-026787

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $11,000.00 plus costs against Ramji Shah of Tampa, Florida license to practice architecture.  The Complainant entered into a contract with Arc Design Group to perform architectural services on a commercial project on February 24, 2004.  Ramji Shah is the architect in responsible supervisory control and qualifier of Arc Design Group but was living in Las Vegas when the contract was entered into.  At some point the project was transferred to R.C Rowland & Associates, Inc. to provide architectural services which is evidenced by an invoice dated April 20, 2004.  R.C. Rowland is located at a different address than Arc Design Group and Mr. Shah is listed as the qualifier.  Mr. Shah claims he no longer qualified R.C. Rowland when he moved from Tampa in 2001 but never notified the Board office. The plans were prepared for the project with the title block of Arc Design Group and bearing the seal of a Professional Engineer that is not employed by either Arc Design Group or R.C. Rowland.

Solana Enterprises, Inc., Valrie Rosen & Gerhard Pelzer

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $20,000.00 plus costs against the Solana Enterprises, Inc., Valrie Rosen & Gerhard Pelzer.  The Respondents are unlicensed and entered into three contracts to provide architectural services for an office/retail space and two condominiums.  The Respondents’ title block claimed they are members of the American Institute of Architects.  Such services were offered through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 plus costs against Ronald Trebbi.  Mr. Trebbi is not licensed to practice architecture in Florida and was offering interior design services in a newspaper advertisement.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand and imposing a fine of $1,000.00 plus costs against John Wilson of Miami, Florida license to practice architecture.  Mr. Wilson aided three separate business entities to offer architectural or interior design services in Florida.  The three businesses were Wilson Group Architects, Inc., Decamville Design, Inc. and CFW Group.  Mr. Wilson also aided two individuals who are not licensed in Florida to offer architectural or interior design services.  These individuals were Patricia Canfield and Steven Farr.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand and imposing a fine of $500.00 plus costs against George Winne of Carbondale, CO.  Mr. Winne is licensed to practice architecture in Florida and works from his office in Colorado.  Mr. Winne entered into a contract to perform architectural services for a project in Fort Lauderdale, Florida.  The drawings were prepared by a draftsman in Florida.  Mr. Winne was not present when the drawings were delivered to the client.  Further, Mr. Winne was offering such services through a business entity without a certificate of authorization.
