Probable cause was found that Architectural Drawings LTD Co., of Clearwater, Florida is not licensed to practice architecture in Florida and Mr. Young is doing business as Architectural Drawings LTD Co. A Notice and Order to Cease and Desist was issued along with the requirement that Mr. Young sign an affidavit stating he will refrain from using the title architectural and will change his business name deleting any references to architectural or words to that effect. If Mr. Young fails to return the affidavit, an Administrative Complaint seeking fines will be filed.

Probable Cause was found that Brian Begley of Jacksonville, Florida is not licensed to practice architecture in Florida and contracted to provide complete a food service plan and service plan and specifications to be submitted to the building department for two restaurants. Further, Mr. Begley is offering such services through a business entity without a certificate of authorization. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.

Probable cause was found that Behavior Architects, Inc., of Deland, Florida is not licensed to practice architecture in Florida and is using the title architects in its business name. A Notice and Order to Cease and Desist was issued along with the requirement that Ms. Titus sign an affidavit stating she will refrain from offering architectural services and will change her business name deleting any references to architect or words to that effect. If Ms. Titus fails to return the affidavit, an Administrative Complaint seeking fines will be filed.

Probable Cause was found that Terrence Brisson of Fort Pierce, Florida is not licensed to to practice architecture and prepared drawings for an apartment building. Mr. Brisson presented the drawings to the Architectural Review Committee of the City of Pompano Beach. Further, Mr. Brisson is offering such services through a business entity without a certificate of authorization. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines will be filed.

Probable cause was found that Construction Plans Unlimited, of Gainesville, Florida is not licensed to practice architecture in Florida and is offering such services on a post card an on its website. A Notice and Order to Cease and Desist was issued along with the requirement that Mr. Fitzpatrick sign an affidavit stating the firm will refrain from offering architectural services and will change the advertising deleting any references to such services. If Mr. Fitzpatrick fails to return the affidavit, an Administrative Complaint seeking fines will be filed.

Probable Cause was found that Donald Doran of Palm Beach Gardens, Florida is a certified general contractor but is not licensed to practice architecture. Mr. Doran used the seal of a licensed architect to submit drawings for permitting without the architect’s permission. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.

Mr. Fernandez used his brother’s firm which is licensed in the contract but did so without his brother’s knowledge. Mr. Fernandez’ brother stated that he had no authority to enter such contracts. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.

Probable Cause was found that Mercedes Gangi of Boca Raton, Florida is not licensed to practice architecture and is offering such services in a magazine advertisement and on its web page. A Notice and Order to Cease and Desist was issued along with the requirement that Ms. Gangi sign an affidavit she will refrain from offering architectural services. Further, she will change her advertisements deleting any references to such services. If Ms. Gangi fails to return the affidavit, an Administrative Complaint seeking fines will be filed.

Probable Cause was found that Fernando Gomez-Pina of Coral Gables, Florida is a licensed professional engineer but not licensed to practice architecture. Mr. Gomez-Pina signed and sealed plans for a residential renovation. The drawings were prepared by an unlicensed draftsman that entered into a contract with the client to perform architectural services. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
Richard T. High, II
Case No. 2006-055530
Probable Cause was found that Richard High of West Palm Beach, Florida was formerly a licensed architect but his license went null and void on February 28, 1999. Mr. High continues to hold himself out as an architect before the City of West Palm Beach Planning Board Meeting. A Notice and Order to Cease and Desist was issued along with the requirement that Mr. High sign an affidavit stating he will refrain from holding himself out as an architect and that he will no longer use that title in the future. If Mr. High fails to return the affidavit, an Administrative Complaint seeking fines will be filed.

Probable Cause was found that Earl Nelson of Lauderdale Lakes, Florida was previously a licensed architect. Mr. Nelson’s license went delinquent in March 1993 and then went into a null and void status in March 1995. The complaint was based upon a case in which Mr. Nelson practiced architecture, held himself out as an architect and used his null and void license number.

Probable Cause was found that New Home Design Gallery of Ocala, Florida is not licensed to practice interior design and is offering such services under the interior design section of the Ocala yellow pages. Mr. Pillsbury was previously disciplined for practicing architecture without a license. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.

Probable Cause was found that Building Management Systems, Inc. of Melbourne, Florida, a licensed architectural firm in the State of Florida, violated chapter 481, Florida Statutes. The firm no longer employs a licensed architect. An Administrative Complaint seeking discipline was filed.
Mark A. Hobson
Hobson Studio & Studio 7 Architects, Inc.
Case Nos. 2006-044355 & 2006-052455
Probable Cause was found that Mark A. Hobson of Ft. Myers, Florida, a licensed architect in the State of Florida, violated chapter 481, Florida Statutes. Mr. Hobson abandoned a residential project and prepared plans that were not sufficiently detailed. Mr. Hobson is offering architectural services through a business entity without a certificate of authorization and his letterhead does not include his license number. This matter was reviewed by the board’s expert, Jerry Hicks, who determined the above violations did occur. An Administrative Complaint seeking discipline was filed.
Norman Palmer

Probable Cause was found that Norman Palmer of Newberry, Florida, a licensed architect in the State of Florida, violated chapter 481, Florida Statutes. Mr. Palmer signed and sealed drawing prepared by an unlicensed individual without ever meeting with the clients. The contract was entered into by the unlicensed individual and Mr. Palmer was paid directly by an unlicensed individual. An Administrative Complaint seeking discipline was filed.
