Ricardo Matos
Case No. 2003-086028
The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a $5,000.00 fine plus costs against Ricardo Matos, Winter Springs, Florida. The firm does not have a certificate of authorization to offer architectural services. The firm offered such services through a written proposal and on the Internet.
Dixon Alvarino
Case No. 2004-017270
The Florida Board of Architecture and Interior Design agreed to enter a final order revoking the architectural license of Dixon Alvarino of Miami, Florida. A final order was entered against Mr. Alvarino on June 24, 2003, requiring him to pay $7,683.55 in fines and costs and his license would be reinstated. On or about October 30, 2003, Mr. Alvarino submitted a check to the Department of Business and Professional Regulation in that amount and his license was reinstated. On December 11, 2003, Mr. Alvarino was notified that his check had been declined. As of today’s date, Mr. Alvarino has not paid the funds required under the final order, although he is currently licensed.
Gloria N. Ellinwood
Case No. 2004-084688
The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a reprimand and a $300.00 fine against Gloria N. Ellinwood St. Petersburg, Florida license to practice interior design. Ms. Ellinwood had a contract to perform interior design services at a residence. Ms. Ellinwood contracted directly with the contractor to perform electrical contracting services. Ms. Ellinwood billed the owner of the house for the electrical contracting services and included a commission.
Francois Frossard
Case No. 2004-029228
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $12,500.00 fine plus costs against Francois Frossard of Miami, Florida. Mr. Frossard is not licensed and contracted to provide interior design services on a commercial project known as “Nocturnal Miami”. Mr. Frossard received a fee of $100,000 for services provided under the contract. The contract states that Mr. Frossard will design and provide drawings for a new floor plan which will include a bar and restaurant.
Roman Garcia
Case No. 2004-033285
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing one year probation, $2,000.00 fine plus costs against Roman Garcia, Miami, Florida license to practice architecture. Mr. Garcia signed and sealed plans for a residence that were prepared by an unlicensed draftsman without ever meeting with the client.
Frederick A. Grantham
Case No. 2003-085876
The Florida Board of Architecture and Interior Design agreed to enter a final order
imposing a $15,000.00 fine and costs against Frederick Grantham of Miami, Florida. Mr. Grantham was previously licensed; however, his license went into a null and void status on February 28, 1997. On a title block for an addition to a residence dated January 2002, Respondent held himself out as an architect and was using his null and void license number.
Tom Jannetides
Case No. 2004-038801
The Florida Board of Architecture and Interior Design agreed to enter a final order revoking Tom Jannetides Florida license to practice architecture. The Tennessee Board accepted Mr. Jannetides’ voluntary relinquishment of his license in lieu of further disciplinary proceedings for plan stamping, signing plans not competent to perform, and misconduct. Further, Mr. Jannetides agreed to relinquish his license in all other states in which he is licensed.
Sofia Joelsson
Case No. 2004-038552
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine plus costs against Sofia Joelsson of Miami Beach, Florida. Ms. Joelsson is offering interior design services in magazine advertisements and is not licensed. Further, Ms. Joelsson offers architectural and interior design services on her website. In a previous case, Ms. Joelsson agreed not to offer interior design services in the State of Florida.
Oxford Maison Corporation
Case No. 2004-028412
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $3,000.00 fine plus costs against Oxford Maison Corporation of West Palm Beach, Florida. Marcel Maison signed an affidavit on February 10, 2004 agreeing to refrain from offering or providing interior design or architectural services. On June 10, 2003, a contract was executed for the firm to act as the coordinator and liaison of design between owners and design professionals for a polo club. The contract also stated that the firm would provide designs, drawing sketches, photos, and detailing. On March 12, 2004, Marcel Maison signed an extension of the agreement to reflect phase II.
Nester Rojas
Case No. 2003-083616
The Florida Board of Architecture and Interior Design agreed to enter a final order
imposing a $5,000.00 fine and costs against Nester Rojas of Miami, Florida. Mr. Rojas entered into a contract with the Complainant to provide a complete set of architectural drawings signed and sealed by an engineer. Mr. Rojas then entered into a contract with an architectural firm to provide the drawings. Mr. Rojas is essentially brokering architectural services.
Jeffrey L. Smith and Smith Earnest Interiors, Inc.
Case Nos. 2004-028412 & 2004-026212
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine plus costs against Jeffrey L. Smith of Smith Earnest Interiors, Inc. of Orlando, Florida. Mr. Smith entered into a contract on February 25, 2004 to provide interior design services for a commercial sales center for a new high rise condominium development known as The Vue at Lake Eola.
Sternberg Interiors, Inc.
Case No. 2003-092760
The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a $5,000.00 fine plus costs against Sternberg Interiors, Inc. of Sarasota, Florida. The firm does not have a certificate of authorization or provide interior design services. On May 12, 2003, Jens Albiez signed an affidavit stating the firm would no longer offer or provide interior design services. The firm advertised in the November 2003 issue of Design Magazine as a full service interior design studio and the advertisement referenced a website which also offers interior design services.
Jimmy Lee Wallace
Case No. 2002-012622
The Florida Board of Architecture and Interior Design announces that on January 12, 2005, a final order was entered imposing a fine of $20,000.00 against Jimmy Lee Wallace, Tallahassee, Florida for the unlicensed practice of architecture.
Mr. Wallace contracted to provide architectural services on three commercial projects and held himself out as an architect on his business card using the license number of a licensed architect.
After reviewing the evidence that showed Mr. Wallace engaged in the practice of architecture, held himself out as an architect and used the license number of another, the Board entered a final order imposing a fine of $20,000.00.
Thomas H. Williford
Case No. 2003-079338
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a reprimand and $1,000.00 fine plus costs against Thomas H. Williford, Holder, Florida license to practice architecture. The project at issue is an addition to a residence. Mr. Williford, signed and sealed a set of drawings that were prepared by an unlicensed drafting company without visiting the job site or meeting with the client. The plans were reviewed by Frank Abbott who found the plans lacked clarity and were not prepared to a reasonable professional standard.
John Zonata and Architectural Drafting Services
Case No. 2003-070899
The Florida Board of Architecture and Interior Design agreed to enter a final order
imposing a $10,000.00 fine and costs against John Zonata of Miami, Florida. Mr. Zonata is doing business as Zonata’s Architectural Drafting Services and held himself out as an architectural draftsman in a letter to the Building Department. Mr. Zonata was originally served with a Notice and Order to Cease and Desist, but failed to return an affidavit stating he would cease providing architectural services. Mr. Zonata was also served with an Administrative Complaint on October 29, 2004 via hand delivery. As of today’s date, Mr. Zonata has failed to respond.
