The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $15,000.00 plus costs against Aldon Adams. Mr. Adams is not licensed and contracted to provide architectural services for a church. The proposal specifically offered architectural services. Further, Mr. Adams was offering these services through a corporation without a certificate of authorization.

 

Thomas E. Audit

Case No. 2007-038321

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $2,400.00 fine plus costs against Thomas Audit. Mr. Audit is a licensed professional engineer but is not licensed as an architect. Mr. Audit signed and sealed plans for a church without the involvement of an architect. The architectural drawings were prepared by an unlicensed draftsman that entered into a contract with the client and held himself out as an architect. The plans that were signed and sealed by Mr. Audit represented the unlicensed draftsman as an architect.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,000.00 plus costs against Steve Bass. Mr. Bass is not licensed to practice interior design and was offering space planning services in correspondence with a licensed architect.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 plus costs against Kimberlee Bates. Ms. Bates is not licensed to practice interior design and is doing business as Kimberlee Bates Interior Designs.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $3,000.00 plus costs against Michael Bates. Mr. Bates is not licensed to practice architecture and entered into a contract to provide architectural services for a commercial project. Further, Mr. Bates was offering such services through a corporation without a certificate of authorization.

 

David Lawrence Berton

Case No. 2005-015189

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 against Mr. Berton’s license to practice architecture. The case was based upon a citation which was issued for failure to complete the code curriculum course. Mr. Berton’s license will be suspended until he comes into compliance.

 

Joseph Borda

Case No. 2007-007601

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a stipulation placing a reprimand and four years probation against Joseph Borda’s license to practice architecture. Mr. Borda is both licensed to practice as an architect and engineer. Mr. Borda was on probation and submitted plans for review. The plans were the same project that served as the basis of the Administrative Complaint. The plans were reviewed by the Board’s expert, Jerry Hicks, who found that the plans lacked detail. Further, Mr. Borda is operating through a business entity without a certificate of authorization.

 

Kathryn Carbone

Case Nos. 2007-019834 & 2007-019854

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $4,000.00 plus costs against Kathryn Carbone. Ms. Carbone is not licensed to practice interior design or architecture and her website offers architectural design and references many commercial projects. Further, Ms. Carbone is offering such services through a business entity without a certificate of authorization.

Case No. 2005-012460

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,500.00 plus costs against Alan Cohen. Mr. Cohen is a licensed interior designer and entered into a contract with the Complainant to provide interior design services for a residence. The letterhead of the contract offered architectural services. The contract was in the name of a corporation that does not have a certificate of authorization. Further, Mr. Cohen prepared drawings for the project that do not contain the required disclaimer.

 

Jamie Colmenares

Case No. 2006-060092

 

The Florida Board of Architecture and Interior Design agreed to enter a final order placing a reprimand and two years probation against Mr. Colmenares’ license to practice architecture. The Board also imposed a fine of $1,000.00 plus costs. Mr. Colmenares acted as a consultant to a firm that is offering architectural services without a full time architect employed by the firm. Mr. Colmenares failed to respond to follow up questions about his involvement with that firm.

 

Betty Cordle

Case No. 2007-006284

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing costs against Betty Cordle. Ms. Cordle is not licensed to practice interior design and is offering such services on her website.

 

Brian Cote

Cote Architectural Designs

Case No. 2007-006857

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a stipulation imposing a fine of $10,000.00 plus costs against Brian Cote. Mr. Cote is not licensed to practice architecture and continued to provide design services for a commercial project after a Final Order was entered against him for the unlicensed practice of architecture.

 


Michael E. Craddock

Case No. 2007-006428

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Michael Craddock. Mr. Craddock was previously licensed to practice architecture; however, his license went delinquent on March 1, 2003, then into a null and void status on March 1, 2005. The complaint was based upon a case in which Mr. Craddock practiced architecture, held himself out as an architect and used his null and void license number.

 

Creative Spaces Interior Design, Inc.

Robert M. Weber

Case No. 2006-056265

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Robert Weber. Mr. Weber is not licensed and is offering interior design services on his website and in advertisements. Mr. Weber failed to respond to the complaint.

 

Christian H. Crookless

Case No. 2005-065592

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $1,000.00 plus costs against Christian Crookless’ license to practice architecture. The investigation was initiated based upon an audit of continuing education credits. Mr. Crookless affirmed at renewal that he had completed the required hours but failed to provide any proof of completed the required hours. Mr. Crookless’ license shall be suspended until he comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $6,000.00 plus costs against Oscar Darias. Mr. Darias is not licensed to practice architecture and contracted to provide signed and sealed drawings for a residential project. Mr. Darias’ business card offers architectural services and he is offering such services through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order relinquishing Design Limited’s Florida license to practice architecture. The firm has a certificate of authorization; however the firm no longer employs a licensed architect.

 

Design Limited of Sarasota, Inc.

Case No. 2007-022003

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 plus costs against Design Limited of Sarasota, Inc. and Bob Fowler. Neither the firm nor Mr. Fowler are licensed to practice architecture. The registered fictitious name of Design Limited has a certificate of authorization; however, the firm no longer employs a licensed architect. The firm was previously qualified by two different architects. Design Limited of Sarasota, Inc. does not have a certificate of authorization and was offering architectural services and using the title architect.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $2,500.00 fine plus costs. Mr. Escalona is not licensed to practice architecture and contracted to provide architectural plans for a residential project.

 

Eunice J. Borden Interior Design

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Eunice J. Borden Interior Design. The firm is not licensed and contracted to provide interior design services for a college. Eunice Borden is doing business as Eunice J. Borden Interior Design without a certificate of authorization.

 

Carlos Fernandez

T-Matrix Group, Inc.

Case No. 2006-036025

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $10,000.00 plus costs against Mr. Fernandez. Mr. Fernandez is not licensed to practice architecture and used his brother’s licensed architectural firm in the contract but did so without his brother’s knowledge. His brother stated that Carlos had no authority to enter into such contracts.

 

Howard Haire

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Howard Haire. Mr. Haire is not licensed to practice interior design and is doing business as Florida Interior Designs.

 

Patience Halliburton

Case No. 2006-066428

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement imposing a fine of $5,000.00 plus costs against Patience Halliburton. Ms. Halliburton is not licensed to practice architecture and contracted to provide signed and sealed drawings for two residential projects.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs. Mr. Harwell is not licensed to practice architecture and entered into a contract to provide architectural services for a residence. Mr. Harwell offered these services through a corporation without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Frank Holas. Mr. Holas is a licensed professional engineer but is not licensed to practice architecture in Florida. Mr. Holas signed and sealed plans for a church. The plans were prepared by an unlicensed draftsman that entered into a contract with the client to perform architectural services.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $2,500.00 plus costs against Louis Jackson. Mr. Jackson is not licensed to practice architecture and contracted to provide architectural services for a church. Mr. Jackson’s business card offered architectural design. Further, Mr. Jackson was offering such services through a fictitious name without a certificate of authorization.


Deborah Keena

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 fine against Deborah Keena. The case was based upon a citation which was issued for failure to complete the code curriculum course. Ms. Keena’s license shall be suspended until she comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Ceasar Magnorsky. Mr. Magnorsky is not licensed to practice architecture and contract to provide such services for a commercial project. Further, Mr. Magnorsky performed these services through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 plus costs against Michael McEachron. Mr. McEachron is not licensed to practice architecture and contracted to provide signed and sealed drawings for a residential project.

 

Morris & Kalm, Inc.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement imposing a fine of $2,500.00 plus costs against Morris & Kalm, Inc. Megan Morris is not licensed to practice interior design and was offering such services on her invoices. Ms. Morris’ website offers interior redesign services and she is offering interior design services through a business entity without a certificate of authorization.

 

Mery’s Interior Design, Inc.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $10,000.00 plus costs against Mery’s Interior Design, Inc. Respondent, Amparo Garcia, was doing business as Mery’s Interior Design, Inc. without a license to practice interior design.

 

Angel Moreno

Case No. 2006-054165

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $10,000.00 plus costs against Angel Moreno. Mr. Moreno is not licensed to practice architecture and contracted to provide such services and held himself out as an architect.

 

Earl G. Nelson

Case No. 2007-009089

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Earl Nelson. Mr. Nelson was previously licensed to practice architecture; however, his license went delinquent on March 1, 1993 and then into a null and void status on March 1, 1995. The complaint was based on a case in which Mr. Nelson practiced architecture, held himself out as an architect and used his null and void license number.

 

Phillip R.K. Nixon

Case No. 2005-059302

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $10,000.00 plus costs against Phillip Nixon. Mr. Nixon is not licensed to practice architecture and was holding himself as a master architect. Further, Mr. Nixon was offering architectural services for residential properties.

 

Jose Luis Perdomo

Case No. 2007-031152

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Jose Perdomo. Mr. Perdomo was previously licensed to practice architecture; however, his license went delinquent on March 1, 2005 and then into a null and void status on March 1, 2007. The complaint is based on a case in which Mr. Perdomo practiced architecture, held himself out as an architect and used his delinquent license number on September 9, 2006.

 

Armando A. Perez

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement imposing a fine of $15,000.00 plus costs. Mr. Perez is not licensed to practice architecture and contracted to provide architectural services for a residential project. Mr. Perez’ business card offers architectural designs. Further, Mr. Perez is offering architectural services through a business entity without a certificate of authorization.

 

Anthony M. Reale

Case No. 2007-014395

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Anthony Reale. Mr. Reale is not licensed to practice architecture and prepared drawings for a commercial project. Mr. Reale’s title block on the drawings offers architectural services. Further, Mr. Reale is offering services through a limited liability corporation without a certificate of authorization.

 

Sherilyn Sam Robin

Case Nos. 2006-060481 & 2006-060484

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Sherilyn Sam Robin and Sam Robin Interior Design. Neither Ms. Robin nor the firm are licensed to practice interior design and contracted to provide such services on a commercial project. Ms. Robin is doing business as Sam Robin Interior Design, Inc. and offering services without a certificate of authorization.

 

Mark Robinson

Case No. 2007-033855

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $10,000.00 plus costs against Mark Robinson. Mr. Robinson is not licensed and entered into a contract to provide signed and sealed drawings for a residential project.

 

Jorge Rodriguez

Case No. 2007-013096

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $15,000.00 plus costs against Jorge Rodriguez. Mr. Rodriguez is not licensed to practice architecture and entered into two contracts to provide architectural services for residential projects.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $5,000.00 plus costs against Anne Rue. Ms. Rue is not licensed to practice interior design but was offering interior design services on her website and on a sign. The website also listed numerous commercial projects. Further, Ms. Rue was offering such services through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,500.00 plus costs against Russell Design Associates, Inc. and Frances Russell. Neither the firm nor Mr. Russell are licensed to practice architecture and contracted to provide architectural services for commercial and residential projects. Mr. Russell’s contract offered to provide architectural drawings and he is offering such services through a corporation without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $2,500.00 plus costs against Elyse Santoro. Ms. Santoro is not licensed to practice interior design or architecture and is offering architectural and interior design services on her website. Ms. Santoro is advertising for both commercial and residential properties. Further, Ms. Santoro is offering such services through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $750.00 plus costs against Savoie Architects, P.A.. This case was based upon a citation which was issued for practicing architecture without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 against Sondra Schiffman’s license to practice interior design. Ms. Schiffman failed to pay a fine for a final order that was previously issued. Ms. Schiffman’s license will be revoked unless she comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation revoking Scholten Design, Inc’s license to practice interior design, imposing a fine of $2,000.00 plus costs. The firm has a certificate of authorization; however, it no longer employs a licensed interior designer.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand against the firm’s license to practice architecture and imposing a fine of $250.00 plus costs.

 

Suncoast Architect, Inc.

Case No. 2007-010347

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 plus costs Suncoast Architect, Inc. The case originated from a citation that was issued and that Elaine Miller, President, disputed because she did not understand the requirements of Chapter 481, Florida Statutes. The case was presented to the Probable Cause Panel which recommended a $5,000.00 fine. After explaining the requirements of Chapter 481, F.S. to Ms. Miller, she agreed to come into compliance and pay the original fine.

 

Synergy, LLC

Case No. 2007-00702

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs. The firm has a delinquent certificate of authorization and it no longer employs a licensed architect. The Subject firm continued to practice architecture.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Walter Toet. Mr. Toet is not licensed to practice architecture and was advertising under the architect heading in the yellow pages. Mr. Toet contracted to provide drawings for a townhouse and is offering such services through a business entity without a certificate of authorization.

 

Tropiland Developers, Inc.

Case No. 2006-069249

 

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against Tropiland Developers, Inc. and Nerie A. Pagan. Neither Ms. Pagan nor Tropiland Developers, Inc. are licensed to practice architecture and contracted to provide such services. Ms. Pagan held herself and the firm out as architects. Further, Ms. Pagan is offering architecture services through a corporation without a certificate of service.

 

Joseph R. Vislay

Vislay Architects Group, Inc.

Case No. 2007-010686

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement imposing a fine of $1,000.00 plus costs against Joseph Vislay. An unlicensed individual prepared drawings for a commercial project. Mr. Vislay, a licensed architect, signed and sealed the drawings. The unlicensed individual entered into the contract to provide architectural services for the project and Mr. Vislay signed and sealed the drawings without ever meeting with the client.

Case No. 2007-37639

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement imposing a fine of $5,000.00 plus costs. Richard Dvorak is not licensed to practice architecture and was offering commercial space planning on his website and signage. Further, Mr. Dvorak was offering architectural services through a business entity without a certificate of authorization.

 

 

 

 

 

Richard Lee Wu

Case No. 2007-011599

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement imposing a fine of $3,000.00 plus costs. Mr. Wu, a licensed architect, signed and sealed plans for a commercial project that were prepared by an unlicensed draftsman without ever meeting with the client. Further, Mr. Wu was unable to provide the proper documentation for signing and sealing drawings prepared outside of his office.

 

David Randell Young

Architectural Drawings, Ltd. Co.

Case No. 2006-047619

 

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $1,500.00 plus costs against David Young. Mr. Young is not licensed to practice architecture and contracted to provide such services for unit improvements to the Palm of Maderia Resort Condominiums. Further, Mr. Young is offering architectural services through a corporation without a certificate of authorization.
