Mr. Adams is not licensed and contracted to provide architectural services for a church. The proposal specifically offered architectural services. Further, Mr. Adams was offering these services through a corporation without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $2,400.00 fine plus costs against Thomas Audit. Mr. Audit is a licensed professional engineer but is not licensed as an architect. Mr. Audit signed and sealed plans for a church without the involvement of an architect. The architectural drawings were prepared by an unlicensed draftsman that entered into a contract with the client and held himself out as an architect. The plans that were signed and sealed by Mr. Audit represented the unlicensed draftsman as an architect.

The case was based upon a citation which was issued for failure to complete the code curriculum course. Mr. Berton’s license will be suspended until he comes into compliance.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a stipulation placing a reprimand and four years probation against Joseph Borda’s license to practice architecture. Mr. Borda is both licensed to practice as an architect and engineer. Mr. Borda was on probation and submitted plans for review. The plans were the same project that served as the basis of the Administrative Complaint. The plans were reviewed by the Board’s expert, Jerry Hicks, who found that the plans lacked detail. Further, Mr. Borda is operating through a business entity without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation with Kathryn J. Carbone. Prior to September, 2008, Ms. Carbone was not licensed to practice interior design or architecture and her website offered architectural design and references many commercial projects. Further, Ms. Carbone is offering such services through a business entity without a certificate of authorization. Subsequently, Kathryn J. Carbone became duly licensed to practice interior design in Florida and her business entity, Interior Design South, Inc. through which she may offer interior design services has been issued the appropriate certificate of authorization by the State of Florida.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,500.00 plus costs against Alan Cohen. Mr. Cohen is a licensed interior designer and entered into a contract with the Complainant to provide interior design services for a residence. The letterhead of the contract offered architectural services. The contract was in the name of a corporation that does not have a certificate of authorization. Further, Mr. Cohen prepared drawings for the project that do not contain the required disclaimer.

The Florida Board of Architecture and Interior Design agreed to enter a final order placing a reprimand and two years probation against Mr. Colmenares’ license to practice architecture. The Board also imposed a fine of $1,000.00 plus costs. Mr. Colmenares acted as a consultant to a firm that is offering architectural services without a full time architect employed by the firm. Mr. Colmenares failed to respond to follow up questions about his involvement with that firm.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a stipulation imposing a fine of $10,000.00 plus costs against Brian Cote. Mr. Cote is not licensed to practice architecture and continued to provide design services for a commercial project after a Final Order was entered against him for the unlicensed practice of architecture.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Michael Craddock. Mr. Craddock was previously licensed to practice architecture; however, his license went delinquent on March 1, 2003, then into a null and void status on March 1, 2005. The complaint was based upon a case in which Mr. Craddock practiced architecture, held himself out as an architect and used his null and void license number.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $1,000.00 plus costs against Christian Crookless’ license to practice architecture. The investigation was initiated based upon an audit of continuing education credits. Mr. Crookless affirmed at renewal that he had completed the required hours but failed to provide any proof of completed the required hours. Mr. Crookless’ license shall be suspended until he comes into compliance.

The registered fictitious name of Design Limited has a certificate of authorization; however, the firm no longer employs a licensed architect. The firm was previously qualified by two different architects. Design Limited of Sarasota, Inc. does not have a certificate of authorization and was offering architectural services and using the title architect.

His brother stated that Carlos had no authority to enter into such contracts.

The case originated from a citation that was issued and that Elaine Miller, President, disputed because she did not understand the requirements of Chapter 481, Florida Statutes. The case was presented to the Probable Cause Panel which recommended a $5,000.00 fine. After explaining the requirements of Chapter 481, F.S. to Ms. Miller, she agreed to come into compliance and pay the original fine.
