Case No. 2003-086795

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine plus costs against Jack Reese and Absolute Design, Inc. of Naples, Florida. Jack Reese previously executed an affidavit on April 7, 2003 stating he would no longer hold himself out as an architect or offer architectural services. In an internet advertisement for real estate investors the firm was described as a “National” Architectural Design Firm.

 

Architectural Elements and Design, Inc. and
Gary Deluca
Case Nos. 2004-001125 & 2004-001116

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine against Architectural Elements & Design, Inc. and Gary Deluca of Ft. Lauderdale, Florida. The firm is not licensed and is offering architectural and interior design services in a brochure. Further, the firm's business name offers architectural services.

 

Brian J. Cote and Cote Architectural Designs
Case No. 2004-029165

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $7,500.00 fine plus costs against Brian Cote, Cote Architectural Designs of Jacksonville, Florida. Mr. Cote is licensed in Washington D.C. but not in Florida. Mr. Cote contracted to provide architectural services for a twelve story condominium. The building permit for the project lists Mr. Cote as an architect. Further, Mr. Cote was offering services under Cote Architectural Design without a certificate of authorization.

 

Nadya Chapra
Case No. 2004-007571

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $10,000 .00 plus costs against Nadya Chapra of Miami Beach, Florida. Ms. Chapra was offering residential and commercial interior design services in an advertisement published in the Boca Design magazine.

 

Rafael Davila
Case No. 2004-046356

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000 .00 plus costs against Rafael Davila of Miami, Florida. Mr. Davila is not licensed and held himself out as an architect in a magazine advertisement. Mr. Davila's website offers architectural and interior design services. Mr. Davila's website also claims to have designed three commercial projects and that a licensed architect is the principal for the firm; however, the licensed architect never gave permission to use his name.

 

William Deemer
Case No. 2004-029810

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing William Deemer of Destin, Florida license to practice architecture on probation for two years and imposing a $5,000.00 fine plus costs. Mr. Deemer is the qualifier and architect in responsible supervisory control of Osiris, Inc. which offers architectural services in Destin, Florida. Mr. Deemer is an officer of the corporation but not an employee which is evidenced by the fact that he received a 1099 form. Mr. Deemer also maintained his practice in Alabama.

 

Ann Deveer
Case No. 2004-038441

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing Ann Deveer of Tallahassee, Florida license to practice interior design on probation for one year and imposing a $2,000.00 fine plus costs and 15 hours continuing education. Ms. Deveer is offering interior design services through a business entity that does not have a certificate of authorization. Ms. Deveer had an application pending since June 22, 2000 and continued to offer interior design services through the business entity.

 

Joseph Interiors of Florida, Inc.
Donald Joseph
Case No. 2004-026359

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine plus costs against Joseph Interiors of Florida, Inc. and Donald Joseph of North Palm Beach, Florida. The firm is practicing without a certificate of authorization and was offering interior design services in an advertisement.

 

Bryan Molyet
Molyet Engineering
Case No. 2003-083518

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine plus costs against Bryan Molyet of Deland, Florida. Brian Molyet is a licensed professional engineer that signed and sealed plans for a motorcycle dealership without the involvement of an architect. The architectural drawings were prepared by an unlicensed draftsman that entered into a contract with the client himself to provide such drawings.

 

Charles Pereira
Case No. 2004-010139

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a $10,000.00 fine plus costs against Charles Pereira of Miami, Florida. Mr. Pereira interior design license has been in a null and void status since June 16, 1998. On December 23, 2003 Mr. Pereira prepared a proposal for interior design services for commercial property known as Salad and Co. On the proposal and on the Respondent's business card, he held himself out as an “architectural interior designer”.

 

Fred Prather
Case No. 2004-028461

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing Fred Prather of Port Charlotte, Florida license to practice architecture on probation for one year and imposing a $1,000.00 fine plus costs. Fred Prather signed and sealed plans for a commercial project that were prepared by an unlicensed draftsman. Mr. Prather failed to exercise proper responsible supervisory control over the project for plans that were prepared outside of this office and the unlicensed draftsman entered into a contract with the client to provide architectural drawings.

 

Christine Desiree Snyder
Case No. 2004-038516

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a $10,000.00 fine plus costs against Christine Desiree Snyder of Sarasota, Florida license to practice interior design. Ms. Snyder is offering interior design and architectural services without a certificate of authorization in an advertisement in the SRQ magazine and on the website.

 

Maria E. Valls
Case No. 2003-081665

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation where Maria E. Valls of Key Biscayne, Florida will voluntarily relinquish her license to practice architecture effective December 31, 2005. Ms. Valls was on probation and pursuant to the terms, she was required to provide documents from three projects for review by the probation committee. The plans were reviewed by Frank Abbott. The plans failed to meet a reasonable standard of practice and due care in their initial preparation.
