I. Unlicensed Cases
Architectural Elements & Design
Case Nos. 2004-001125 & 2004-001116
Probable Cause was found that Architectural Elements & Design of Fort
Lauderdale, Florida is not licensed and is offering architectural and interior
design services on its brochure. A Notice and Order to Cease and Desist was
previously issued but Mr. Deluca failed to return the affidavit. An
Administrative Complaint seeking fines was filed.
Andy Beselica
AB & Associates
Case No. 2003-092472
Probable Cause was found that Andy Beselica of Sorento, Florida is not
licensed and contracted to provide architectural services on a commercial
project and held himself out as an architect. Mr. Beselica also used the
license number of an architectural firm and was not authorized to do so. A
Notice and Order to Cease and Desist was issued, along with the filing of an
Administrative Complaint seeking fines.
Casabella National Studio, LLC
Case No. 2004-038639 & 2004-038661
Probable Cause was found that Casabella National Studio, LLC of Miami Beach,
Florida is not licensed and offered architectural services. A Notice and Order
to Cease and Desist was issued, along with the request that Sergio Cardenas sign
an affidavit stating he will refrain from offering or providing architectural
services through Casabella National Studio, LLC. Further, all the documents
must be changed deleting any references to architecture or words to that
effect. If Mr. Cardenas fails to return the affidavit, an Administrative
Complaint seeking fines will be filed.
Core Construction Co. of Jacksonville
Case No. 2004-029619
Probable Cause was found that Core Construction Co. of Jacksonville, Florida
is not licensed and offered architectural services on its webpage. A Notice and
Order to Cease and Desist was issued, along with the request that Jay Chung sign
an affidavit stating he will refrain from offering architectural services
through Core Construction Co. of Jacksonville and must change the firm’s webpage
deleting any reference to architecture or words to that effect. If Mr. Chung
fails to return the affidavit, an Administrative Complaint seeking fines will be
filed.
Francois Frossard
Case Number 2004-029228
Probable Cause was found that Francois Frossard of Miami, Florida is not
licensed and contracted to provide interior design services on a commercial
project known as “Nocturnal Miami”. The Subject received a fee of $100,000.00
for services provided under the contract. A Notice and Order to Cease and
Desist was issued, along with the filing of an Administrative Complaint seeking
fines.
Sofia Joelsson
Sojo Design
Case No. 2004-038552
Probable Cause was found that Sofia Joelsson of Miami Beach, Florida is not
licensed and is offering commercial and residential design in advertisements
contained in the Haute Living magazine and Lincoln Road magazine. Further, Ms.
Joelsson’s webpage offers interior design, space planning and architectural
services. A case was previously opened regarding Ms. Joelsson’s use of the
title interior designer but was closed. A Notice and Order to Cease and Desist
was issued along with the filing of an Administrative Complaint seeking fines.
Joseph Interiors of Florida, Inc.
Case No. 2004-026359
Probable Cause was found that Joseph Interiors of Florida, Inc., of North
Palm Beach, Florida, is practicing interior design without a certificate of
authorization. Also, the firm advertised in the Spring 2004 issue of the Palm
Beach Life Magazine and placed the license number of the one brother who is
licensed under both his picture and the picture of his brother who is not
licensed. A Notice and Order to Cease and Desist was issued, along with the
filing of an Administrative Complaint.
James U. Moncada
CMJ Architectural Designs
Case No. 2004-026260
Probable Cause was found that James Moncada of Pinellas Park, Florida is not
licensed and his business cards hold him out as an architectural draftsman and
he is doing business as CMJ Architectural Designs. Further, he described his
services as architectural drafting on an invoice. A Notice and Order to Cease
and Desist was issued, along with a request that Mr. Moncada sign an affidavit
stating he will refrain from offering architectural services and will change his
business card and name to remove all references to architecture or words to that
effect. If Mr. Moncada fails to return the affidavit, an Administrative
Complaint seeking fines will be filed.
Britt Ray
Britt Ray Home Designs, Inc.
Case No. 2004-026277
Probable Cause was found that Britt Ray of Spring Hill, Florida is not
licensed and was offering architectural renderings under the heading architects
in the yellow pages. A Notice and Order to Cease and Desist was issued, along
with a request that Mr. Ray sign an affidavit stating he will refrain from
offering architectural services and will change the advertisement in the yellow
pages. If Mr. Ray fails to return the affidavit, an Administrative Complaint
seeking fines will be filed.
Jorge Slazar
Slazar Architectural Services Company
Case No. 2004-033297
Probable Cause was found that Jorge Slazar of Miami, Florida is not licensed
and is doing business as Slazar Architectural Services Company. A Notice and
Order to Cease and Desist was issued, along with a request that Mr. Slazar sign
an affidavit stating he will refrain from offering architectural services and
will change his business name deleting any references to architecture or words
to that effect. If Mr. Slazar fails to return the affidavit, an Administrative
Complaint seeking fines will be filed.
Jeffrey L. Smith
Smith Earnest Interiors, Inc.
Case Nos. 2004-026205 & 2004-026212
Probable Cause was found that Jeffrey L. Smith and Smith Earnest Interiors,
Inc. of Orlando, Florida is not licensed and entered into a contract on February
25, 2004 to provide interior design services for a commercial sales center for a
new high rise condominium development known as The Vue at Lake Eola. A Notice
and Order to Cease and Desist was issued, along with the filing of an
Administrative Complaint seeking fines.
Robert Samuel Thomas
Concise Designs
Case No. 2004-016482
Probable cause was found that Robert Samuel Thomas of Orlando, Florida is not
licensed but claimed to hold two degrees in Architecture and is registered to
complete the two parts of the NCARB exam. In a contract dated January 9, 2004
for a residence Mr. Thomas’ letterhead offered architecture and interior design
services. Further, in the body of the contract the Mr. Thomas refers to himself
as the Architect. A Notice and Order to Cease and Desist was issued, along with
the filing of an Administrative Complaint seeking fines.
Tichenor Group Architects, Inc.
Case No. 2004-039793
Probable Cause was found that Tichenor Group Architects, Inc. of Sarasota,
Florida is not licensed and is doing business as Tichenor Group Architects,
Inc. A Notice and Order to Cease and Desist was issued, along with a request
that David Tichenor sign an affidavit stating he will refrain from offering
architectural services through the firm unless it becomes properly licensed and
will change the documents deleting any reference to architecture or words to
that effect. If Mr. Tichenor fails to return the affidavit, an Administrative
Complaint seeking fines will be filed.
Christopher Weldon
Case No. 2004-011926
Probable Cause was found that Christopher Weldon of Orange City, Florida is
not licensed and is offering architectural and commercial building design
services on his business card and webpage. A Notice and Order to Cease and
Desist was issued, along with a request that Mr. Weldon sign an affidavit
stating he will refrain from offering architectural services and will change his
webpage and business card to remove all references to architecture or words to
that effect. If Mr. Weldon fails to return the affidavit, an Administrative
Complaint seeking fines will be filed.
II. Licensed Cases
Michael Bissell
Case No. 2004-030164
Probable Cause was found that Michael Bissell of Jacksonville Beach, Florida
is a licensed architect and sent an e-mail to the Building Official threatening
to give the newspaper pictures of faulty inspections if the Building Department
did not withdraw a complaint which was pending in our office. An Administrative
Complaint seeking discipline was filed.
Roman M. Garcia
Case No. 2004-033285
Probable Cause was found that Roman Garcia of Miami, Florida, a licensed
architect, signed and sealed plans for a residence that were prepared by
unlicensed draftsman without ever meeting with the client. An Administrative
Complaint seeking discipline was filed.
Tom Jannetides
Case No. 2004-0038801
Probable Cause was found that Tom Jannetides of Indianapolis, Indiana, is a
licensed architect in Florida. The Tennessee Board accepted Mr. Jannetides’
voluntarily relinquishment of his license in lieu of further disciplinary
proceedings for plan stamping. Further, Mr. Jannetides agreed to relinquish his
license in all other states in which he is licensed. An Administrative
Complaint seeking discipline was filed.
Harold Langbehn
Case No. 2004-038559
Probable Cause was found that Harold Langbehn of Pendleton, South Carolina,
is a licensed architect in Florida and a final order was entered against Mr.
Langbehn on May 24, 2004, requiring him to pay a $750.00 fine and costs of
$270.00 within thirty days. Mr. Langbehn has failed to comply with the terms of
the order and has not paid anything. An Administrative Complaint seeking
discipline was filed.
