Wayne M. Allen
Case No. 2003-0846171

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a reprimand, $1,000.00 fine and costs against Wayne Allen, Pensacola, Florida license to practice architecture.  Mr. Allen signed and sealed plans for a condominium project.  Mr. Allen had an oral contract with an unlicensed firm to prepare the plans.  The unlicensed firm had the actual contract with the client to perform architectural services and was paid directly from the client.  The unlicensed firm was acting as a broker for architectural services.

Architektur and Robert Stueber
Case No. 2003-081736

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a $5,000.00 plus costs against Robert Stueber, Sarasota, Florida license to practice architecture. Mr. Stueber is licensed but was offering architectural services through a business entity without a certificate of authorization.  Mr. Stueber was served with a Notice and Order to Cease and Desist but failed to return the affidavit.  An Administrative Complaint was filed and Mr. Stueber failed to file a response.

Joseph Borda
Case No. 2003-091345

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a reprimand and placing Joseph Borda’s, license to practice architecture on probation for a period of one year and imposing a $1,000 fine and costs. Mr. Borda’s address of record is in Merchantville, NJ.  Mr. Borda signed and sealed a set of plans for a project known as the Landings of Sea Forest Phase II.  Mr. Borda submitted plans for permitting with the New Port Richey Building Department.  In the preparation of the architectural and structural drawings for the project, Mr. Borda was negligent in that he failed to exercise due care to conform acceptable standards of architectural practice to be detrimental to the public. 

Oscar S. Benitez and O. Benitez & Associates, Inc.
Case Nos. 2003-047119 & 2003-064019

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $6,000.00 and costs against Oscar Benitez and O. Benitez & Associates, Inc.  Mr. Benitez’ license was previously null and void but it was reissued on January 6, 2003.  Prior to being reissued, Mr. Benitez formed a company and distributed a business card for the corporation that offered architectural services.  After being licensed, Mr. Benitez signed and sealed a set of plans that contained the corporation in the title block.  The corporation does not have a certificate of authorization. 

Susan Burgess, The Heartland Group
Case No. 2003-084621

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine and costs against Susan Burgess, Pensacola, Florida. Ms. Burgess contracted to provide architectural services for the River Colony Condominium in Escambia County, Florida.  Ms. Burgess hired a licensed architect but acted as a broker for the deal.  Further, Ms. Burgess’ sign at the project site offered architectural services.

Lawrence A. Lordi
Case No. 2003-044794

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a reprimand, $1,000.00 fine and costs against Lawrence Lordi of Miami, Florida.  Mr. Lordi is licensed and during the period of December 12, 2002 through March 4, 2003, he worked full time in an architectural firm while also being the qualifier and architect in responsible supervisory control of Rosello, Balboa, Lordi, Architecture, Inc.

Osiris, Inc.
Case No. 2004-029796

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $5,000.00 fine and costs against Osiris, Inc. of Destin, Florida.  Osiris Inc. was offering architectural services on its letterhead and provided architectural services on a commercial project pursuant to a contract with Fudpucker International without a certificate of authorization.

Robb & Stucky
Case No. 2004-011827

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a $2,000.00 fine and costs against Robb & Stucky, Naples, Florida, license to practice interior design.  The firm’s interior design certificate of authorization has been delinquent since March 1, 2003.  The firm is offering architectural and interior design services in an advertisement.  The firm was previously fined for practicing on an inactive or delinquent license. 

Donald Stansell
Case No. 2003-021514

The Florida Board of Architecture and Interior Design agreed to enter a final order revoking Donald Stansell’s Florida license to practice architecture.   A final order was entered against Mr. Stansell on June 24, 2003, requiring him to pay a $2,000 fine and costs of $960.00 within 30 days.  Mr. Stansell failed to comply with the terms of the final order and has not paid anything.

James Taylor and Design West Associates
Case Nos. 2003-065572 & 2003-065576

The Florida Board of Architecture and Interior Design ruled to enter a final order imposing a $15,000.00 fine and costs against James Taylor and Design West Associates of Orlando, Florida.  Respondent contracted to provide architectural services for commercial property in the amount of $15,000.00.  Further, Mr. Taylor held himself out as an architect in the contract.  An Administrative Complaint was filed and service of the Administrative Complaint was achieved on June 30, 2004, by hand delivery.    As of today’s date, Mr. Taylor has failed to respond to the Administrative Complaint.
