The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 plus costs against Edgar Aldana. Mr. Aldana is not licensed to practice architecture and is using the title architect and offering architectural or commercial design services on a post card advertisement.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,500.00 plus costs against Architectural Services & Engineering and Warren Mertins. Architectural Services & Engineering, Inc. is a licensed engineering firm; however its business name and advertisements offer architectural services. Further, Mr. Mertins is offering such services through a corporation without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $3,000.00 plus costs, reprimand and two years probation against Mr. Brabec’s license. Mr. Brabec is a licensed interior designer and began work on two projects without authorization from the client. The work included electrical and plumbing which Mr. Brabec is not licensed to perform. Further, Mr. Brabec is operating through a business entity with a delinquent certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $15,000.00 plus costs against John B. Carroll and Carroll Holdings, Inc. Mr. Carroll contracted to provide architectural services for a residential project. The contract holds Mr. Carroll out as an architect. Further, Mr. Carroll is doing business as Carroll & Associates Architects Planners and is offering these services through a business entity without a certificate of authorization.
Jamie P. Colmenares
Case No. 2008-037830
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 plus costs and completing 16 hours of continuing education against Jamie P. Colmenares’ license. Mr. Colmenares is a licensed architect and affirmed at renewal that he had completed the required continuing education hours. Mr. Colmenares was chosen for an audit of the continuing education required and has provided proof of only 14 hours during the audit period. Further, Mr. Colmenares has failed to comply with a Final Order that was entered on April 18, 2008.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 plus costs and completing 19 hours of continuing education against Raymond Lee Enfield’s license. Mr. Enfield is a licensed architect and affirmed at renewal that he had completed the required continuing education hours. Mr. Enfield was chosen for an audit of the continuing education required and has provided proof of only 11 hours during the audit period.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation placing a reprimand on Linda Allard’s license and imposing a fine of $2,000.00 plus costs. Ms. Allard is a licensed interior designer and prepared a proposal to provide architectural, mechanical, electrical, plumbing and engineering documents.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $10,500.00 plus costs, reprimand and two years probation against Mr. Langlais’s license. Mr. Langlais is a licensed interior designer however his firm does not have a certificate of authorization. Mr. Langlias entered into a contract to perform design services for a commercial project. The design services appear to fall within the practice of architecture and the plans fail to contain the required disclaimer for interior design drawings.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $1,000.00 plus costs, reprimand and two years probation against Ms. Lichi’s license. Ms. Lichi is a licensed interior designer and entered into a contract for a residential project. During the course of the project, Ms. Lichi employee signed a letter using the title Architectural Department. The plans for the project did not contain the required disclosures and deal with fire safety protection.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 plus costs against Paige Drafting Services and Talmadge Paige. Mr. Paige is not licensed to practice architecture and entered into a contract to provide architectural services for a commercial project.
Rebekah Pariz

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $2,500.00 plus costs against Rebekah Pariz and Rebekah Pariz Interior/Architecture Design, Inc. Ms. Pariz is not licensed to practice architecture and provided architectural services for a residential project. Further, Ms. Pariz is offering these services through a corporation without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 plus costs against SB Architects and John F. Eller. Mr. Eller is offering architectural services without a certificate of authorization.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $100.00 plus costs against Michael L. Schenck. Mr. Schenck was practicing on a suspended license for his failure to take the building code course.

The Florida Board of Architecture and Interior Design agreed to enter a final order relinquishing Suncoast Design Group, Inc.’s Florida license to practice architecture. The firm has an active certificate of authorization; however the firm no longer employs a licensed architect.
