I. Unlicensed Cases

Ruby Bissell
Ethan Allen Interiors
Case No. 2002-011021

Probable Cause was found that Ruby Bissell was holding herself out as an interior designer on a bookmark. A Notice and Order to Cease and Desist was issued, along with a request that Ms. Bissell sign an affidavit stating she has changed her bookmark and deleted any reference to interior design. If Ms. Bissell fails to return the affidavit, an administrative complaint seeking fines will be filed.

Douglas Burghardt
Jillian-Douglas Architects
Case No. 2003-001706

Probable Cause was found that Douglas Burghardt was offering architectural services. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Burghardt sign an affidavit stating he will no longer offer architectural services. If Mr. Burghardt fails to return the affidavit, an administrative complaint seeking fines will be filed.

Jillian Burghardt
Jillian-Douglas Architects
Case No. 2003-001714

Probable Cause was found that Jillian Burghardt was offering architectural services. A Notice and Order to Cease and Desist was issued, along with a request that Mrs. Burghardt sign an affidavit stating she will no longer offer architectural services. If Mrs. Burghardt fails to return the affidavit, an administrative complaint seeking fines will be filed.

Anita Dushoff
Dushoff & Stoner
Case No. 2003-002232

Probable Cause was found that Anita Dushoff was holding herself out as an interior designer in an advertisement. A Notice and Order to Cease and Desist was issued, along with a request that Ms. Dushoff sign an affidavit stating she has changed her advertisement. If Ms. Dushoff fails to return the affidavit, an administrative complaint seeking fines will be filed.

Paul Heide
Treasure Coast Architects and Engineers
Case No. 2003-002439

Probable Cause was found that Paul Heide was offering architectural services. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Heide sign an affidavit stating he will no longer do business as Treasure Coast Architects and Engineers unless properly licensed. If Mr. Heide fails to return the affidavit, an administrative complaint seeking fines will be filed.

John Koszalkowski
American Architectural Design Services
Case No. 2002-01939

Probable Cause was found that John Koszalkowski was offering architectural services. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Koszalkoswki sign an affidavit stating he will no longer offer architectural drafting. If Mr. Koszalkowski fails to return the affidavit, an administrative complaint seeking fines will be filed.

Bonnie Kowalksi
Case No. 2003-001162

Probable Cause was found that Bonnie Kowalski was holding herself out as providing interior design services through a business entity that did not have a certificate of authorization. A Notice and Order to Cease and Desist was issued, along with a request that Ms. Kowalski sign an affidavit stating she will no longer provide interior design services unless the business is properly licensed. If Ms. Kowaski fails to return the affidavit, an administrative complaint seeking fines will be filed.

Jack Reese
Case No. 2002-01238

Probable Cause was found that Jack Reese was holding himself out as an architect and interior designer in advertisements. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Reese sign an affidavit stating he has changed his advertisements. If Mr. Reese fails to return the affidavit, an administrative complaint seeking fines will be filed.

Warren Ser
Ser Design Associates, Inc.
Case No. 2002-00243

Probable Cause was found that Warren Ser was providing architectural services. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Ser sign an affidavit stating he stating he will no longer offer architectural services as Ser Design Associates, Inc. unless properly licensed. If Mr. Ser fails to return the affidavit, an administrative complaint seeking fines will be filed.

Claudia Stoner
Dushoff & Stoner
Case No. 2003-002164

Probable Cause was found that Claudia Stoner was holding herself out as an interior designer in an internet site. A Notice and Order to Cease and Desist was issued, along with a request that Ms. Stoner sign an affidavit stating she has changed her internet site. If Ms. Stoner fails to return the affidavit, an administrative complaint seeking fines will be filed.

V Starr Interiors
Case No. 2003-001143

The Florida Board of Architecture and Interior Design announces that on March 20, 2003, probable cause was found to issue a Notice and Order to Cease and Desist against the unlicensed design firm of V Starr Interiors, which is owned by tennis star Venus Williams. V Starr Interiors is located in Palm Beach, Gardens, Florida.

Ms. Williams has a licensed interior designer on staff; however, V Starr Interiors has been operating and offering interior design services since April 2002 without a license for the firm, which is required under Florida law. After being notified of the investigation, the firm has begun the process of obtaining a license.

After reviewing the evidence, the Board found probable cause to issue a Notice and Order to Cease and Desist and will require Ms. Williams to execute an affidavit that she will not offer interior design services through her firm until properly licensed. If Ms. Williams fails to return the affidavit, an administrative complaint seeking fines will be filed.

II. Licensed Cases

Benjamin P. Butera
Case No. 2002-007327

Probable cause was found that Mr. Butera practiced through a business entity without a certificate of authorization. A Notice and Order to Cease and Desist was issued, along with a request that Mr. Butera sign an affidavit stating he will no longer offer architectural services under the fictitious name Benjamin P. Butera, Architects. Architectural services can be offered through Benjamin P. Butera Architect without any further licensure. If Mr. Butera fails to return the affidavit, an administrative complaint seeking fines will be filed.
