I. Unlicensed Cases
Robert K. Balch
Case No. 2004-047612
Probable Cause was found that Robert Balch of St. Augustine, Florida is not licensed in the State of Florida and is offering architectural services in his title block. A Notice and Order to Cease and Desist was issued, along with the request that Mr. Balch sign an affidavit stating he will refrain from offering architectural services and will change his title block deleting any references to architecture or words to that effect. If Mr. Balch fails to return the affidavit, an Administrative Complaint seeking fines will be filed.
Robert L. Carelli
Case No. 2004-057911
Probable Cause was found that Robert Carelli of Deland, Florida is not licensed in the State of Florida and entered into a contract and prepared drawings for a commercial project. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
Charming Shoppes, Inc.
Case No. 2005-007212
Probable Cause was found that Charming Shoppes, Inc. of Bensalem, Pennsylvania was issued a citation for not having a certificate of authorization. Michael Kane of the firm disputed the citation and an Administrative Complaint seeking fines was filed.
Carlos Dacosta
South Beach Designs
Case No. 2004-044148
Probable Cause was found that Carlos Dacosta of South Beach, Florida is not licensed in the State of Florida and contracted to provide architectural and interior design services. Also, Mr. Dacosta is offering such services through a business entity without a certificate of authorization. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
William Tony Davenport
Case No. 2004-048815
Probable Cause was found that William Tony Davenport of Jacksonville Beach, Florida is a licensed general contractor but not a licensed architect in the State of Florida and took signed and sealed plans from one project, altered them slightly, and submitted them for a building permit. Mr. Davenport never obtained the permission of the original architect to use the plans. The permit was issued based on the architect's seal without his knowledge. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
Brian P. Fredley
Case No. 2005-002422
Probable Cause was found that Brian P. Fredley of Daytona Beach, Florida is not licensed in the State of Florida and entered into three separate contracts to perform architectural services on commercial projects. Also, Mr. Fredley is offering architectural services through BPF Designs Incorporated without a certificate of authorization. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
Kenneth J. Lang, Sr.
KJL, RDC, Inc.
Case No. 2005-007436
Probable Cause was found that Kenneth Lang of Lake Worth, Florida is not licensed in the State of Florida and contracted perform "Architectural site/roof plans" for a residence. Mr. Lang has prior disciplinary history with the Department. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
Orb Engineering, Inc.
Julio Orbegoso
Case No. 2005-02129
Probable Cause was found that Orb Engineering of Lakeland, Florida is a licensed engineering firm but not a licensed architectural firm in the State of Florida and is offering architectural services on its website. A Notice and Order to Cease and Desist was issued, along with the request that Mr. Orbegoso sign an affidavit stating he will refrain from offering architectural services and will change his website deleting any references to architecture or words to that effect. If Mr. Orbegoso fails to return the affidavit, an Administrative Complaint seeking fines will be filed.
Christine Seoane
Case No. 2005-007436
Probable Cause was found that Christine Seoane of Lakeland, Florida is not licensed to practice architecture in the State of Florida and entered into a contract to provide architectural plans for a garage apartment. A Notice and Order to Cease and Desist was previously issued and Ms. Seoane failed to return the affidavit. An Administrative Complaint seeking fines was filed.
Treasure Coast Drafting, Inc.
Case No. 2004-051653
Probable Cause was found that Treasure Coast Drafting, Inc. of Port St. Lucie, Florida is not licensed to practice architecture in the State of Florida and is offering architectural services in an advertisement. A Notice and Order to Cease and Desist was issued and an Administrative Complaint seeking fines was filed.
II. Licensed Cases
Arthur Breakstone
Case No. 2005-014630
Probable Cause was found that Arthur Breakstone of Coral Gables, Florida is a licensed architect in Florida and was issued a citation for failure to provide to the Board of Architecture and Interior Design proof of completion of core curriculum courses, or pass the equivalency test of the Building Code Training Program established by Section 553.841, Florida Statutes, by May 31, 2003 or within two years after initial licensure, whichever was later. Mr. Breakstone failed to comply with the citation and an Administrative Complaint seeking discipline was filed.
Lawrence M. Dixon
Case No. 2004-055332
Probable Cause was found that Lawrence Dixon of Palm Bay, Florida is a licensed architect in Florida and a final order was previously issued against him on August 18, 2004 requiring him to pay $7,642.00 fine and costs. As of today's date, has not paid the funds required under the final order. An Administrative Complaint seeking discipline was filed.
Robert B. Greenbaum
Case No. 2004-037307
Probable Cause was found that Robert B. Greenbaum of St. Petersburg, Florida is a licensed architect in Florida who signed and sealed a set of drawings for a commercial project which were rejected by the Pinellas County Building Department on numerous occasions. The plans were reviewed by consultant Jim Anstis who found the plans lacked clarity. An Administrative Complaint seeking discipline was filed.
Joseph M. Marcial
Case No. 2004-057909
Probable Cause was found that Joseph M. Marcial of DeBary, Florida is a licensed architect in Florida who signed and sealed plans for a commercial project that were prepared by an unlicensed draftsman without ever meeting with the client. Further, the unlicensed draftsman contracted directly with the client to provide architectural services. An Administrative Complaint seeking discipline was filed.
Roman Yurkiewicz

Case No. 2005-002759
Probable Cause was found that Roman Yurkiewicz of Daytona Beach, Florida is a licensed architect in Florida who signed and sealed plans for commercial projects that were prepared by an unlicensed draftsman. Further, the unlicensed draftsman contracted directly with the clients to provide architectural services. Mr. Yurkiewicz is offering architectural services through a business entity without a certificate of authorization. An Administrative Complaint seeking discipline was filed.
